Pool Fence Requirements: Does it Include the Entire Backyard?

According to the International Residential Code (IRC), a pool enclosure must be a minimum of 4 feet high and must completely surround the pool. This includes any stairs or ladders leading to the pool. The enclosure must be made of a material that is strong enough to deter climbing and must have a self-closing gate that is at least 4 feet high. The gate must also be able to be locked from both the inside and the outside.
