can you please recommend a size for the rink floor for a population of about 30,000 persons.

Hi Janice,
  Rink sizes vary depending on what size building you can obtain.  An average size floor that can accommodate good size public sessions is about 80' x 180'.  Many rinks are smaller and work fine too.  It just depends on how much room you have available and how much you want to spend.
