Hi,

Can you recommend a board and sail please?  My brother is looking at doing more windsurfing (he tried it a few times) and liked it!  The details are as follows;  

126lbs
5' 7"
Moderate winds
Non - Planing
No Footstraps
No harness

Answer
I generally do not recommend a particular brand.  I will tell you that a board in the range of 150 to 180 liters volume and a 6.0 meter sail would be a good size range for a beginner.  The best advice I can give you is to get some lessons before you buy and try to rent some equipment and try different boards.
