Carrying bikes on a car rack

Robert,
I have a hitch/receiver bike rack, but am uncertain how best to strap down my bike.  It's called a Tow en Go - by Hollywood racks.  The bike sits atop the supports on the upper cross tube (men's bike).  Should I strap the front wheel to keep it from moving?  How do I avoid damaging the spokes when doing this?  Should pedals be removed - is that necessary?  Any help will be appreciated. I do secure the bike with a cable; lock the extension bar with a padlock; and lock the hitch with a hitch lock.  It's the strapping that I'm uncertain about.

I don't know much about racks and equipment.  I have put my bike on someone's car rack and tied a bungy cord through the front wheel.  The bungy cord is stretchy, so wheel has some play, but still keeps wheel from turning real far.  

Still, I don't know the different types of racks.  Best thing to do is to ask, at a bike shop that carries that style of rack.
