Evinrude moter wont start

Hello... We have an Evinrude 40 2 stroke motor (older), first you can't choke the motor to start it but they did & killed the battery, tried again after charging the battery (and took the battery to the store to make sure it was still good, it is new this year) & it did turn over but wouldn't start, now it won't even turn over, just a "click" when you turn the key.... I know NOTHING about boat motors... we are Property Managers with renters using the boat.... Any suggestions without pulling the boat out of the water?

If a renter put gas without oil the engine might be ceasing up.  Two stroke engines need points and plugs to fix most problems if they turn over.  When the plugs are out you can spray WD 40 or light oil to in the plug holes to help get the cylinders moving again.  Then full charge, and new plugs may get it going.  Make sure that you change the gas to some you know has the 40 to 1 oil mixture before you try again.
