Question
a 28 year old beneteau first 25. what is the max moisture content of the hull that is acceptable. there is no sign of blistering on the hull

Answer
I would not worry about moisture content for your hull if you are not experiencing any deformation.  For best performance you may want to put on new bottom paint every few years.  Light sanding and two coats of a good paint will seal the bottom quite well.  One source is www.boat-bottom-paint.com
