horse not responding to its rider

Question
hello sir, watching a race, how can i judge that the horse is not responding to its rider while entering the final straight? do i need to observe his body movement?

Answer
hi -- you can judge the horses performance by seeing if he is all out, or just plodding along and if the rider is sitting still or shooting ducks at the horse. when a horse is running full out, his or her tail will be straight out..     thanks ED HESS
