hello sir, what does "JOCKEYS MUST HAVE NEAR MAXIMUM HEART RATE" mean?

HI I GUESS YOU MEAN THAT THE JOCKEY HAS A DR. CHECK HIM OR HER OUT AND IS TOLD THAT THEY ARE IN GOOD HEALTH AND THAT THEIR HEART IS NEAR MAX HEART RATE. I AM NOR SURE JUST HOW MANY JOCKEYS GO BY THE HEART RATE BEFORE THEY ACTUALLY RACE. THANKS ED HESS
