Question
hello sir, are pelham bits allowed in horse racing? what are the uses of mullen mouth bits?

Answer
Pelham bits are not allowed in racing in the U.S. as far as I know. It's not considered a bit for racing. A Mullen bit does not place as much pressure on the sides of the mouth as a snaffle bit does. It's generally a kinder bit.
