Question
There is a 16 year old hotwalker at Saratoga Racetrack who wants to get her exercise rider license when she's 17.  However, several other exercise riders have expressed concern that she is not experienced enough, has balance problems, and doesn't have the physical strength to do the job safely.  Will a steward or outrider evaluate her riding before a license is granted?  Her safety and that of the other riders is a big concern.

Yes, the stewards send potential exercise riders to ride before the head outrider, who will evaluate their skills and knowledge of the rules of riding on the track.  If they feel that the rider is a safety risk, they won't grant a license.
