Has there ever been a successful rower that was 5'3 inches or shorter on any rowing team?

Answer
Hi Jennifer: While a women 5'-3" or shorter may not be a valid candidate for the US Women's Olympic Team, there are many successful college and club crews over the years who had women of that height row in the bow seat.  Other shorter women have succeeded in smaller boats like pairs, doubles and singles.
