safety mechanism

Question
i own a brand new jimenez 9, bought it yesterday and have never shot it. i cleaned and oiled but the safety mechanisk is extremely difficult to move. and when the empty mag engages its nearly impossible to move, even when you pull the frame the rest of the way back. is there any way to adjust it?

that is a cheap gun so the operation may be stiff or not as smooth as a more expensive gun. Some guns are not meant to go on safety unless the magazine if fully inserted and the gun must be cocked before the safety will go on.  

I would do a good function check, work the slide, make sure the hammer is back, put a magazine in (EMPTY) and then let the slide go forward and then try to engage the safety on and off.  Of course the gun could be rusty or have junk inside the safety so spraying oil in side and then blowing out excess oil with a pressure hose may help as well.
