i know someone who was arrested but not convicted. the charges were all nolle prossed. can they get a licence to carry in PA

I don't know PA law, but if the charges were dropped or there was no conviction, it should not be a bar to getting a concealed handgun permit. PA is a "shall issue" state - what that means is that one who can legally buy a handgun cannot be arbitrarily turned down for a permit.
