I have a J. C. Higgins Model 30, 583.74. I need a cartridge lifter spring. Can you make any suggestion where I might find one?

These J.C. Higgins Model 30 was a house brand for Sears.  It was actually a High Standard Model 30.  

There are a couple of places you might check.

You might want to give them a call as they don't always list everything on their websites.

They also might have a substitute that might work...
