buckle on skate

My four year old has expressed an interest in inline skating. I purchased a pair of "NEW" skates off of the internet. (Husband out of work, money tight, no rentals available for class)The skates were new and never worn but after some research I have found out the company is out of business. The have two straps. the lower is velco. The upper has a notched strap that feeds through a buckle that you clamp down. The one buckle is not staying down. I have seen these buckles on many skates. Is there an adjustment that can be done? Or are there any other ideas for keeping this closed?

I apologize for the delayed response, I am travelling.
Anyway, I recommend that you use a velcro strap for this. You can wsrap it all the way around the boot and that should hold. They do sell special ones for skating, called Power Straps.
