Haven't touched a windsurfer in 20 year. Was handed an older board and sail recently and want to know if I have everything. About 10 foot of molded or non-fiberglass board. Rubberized base. Fiberglass mast. Mistral 6 liter sail. boom. misc. rigging. Surprised to see no mast-base extension but the rubberized base seems to seat in the board and on the mast. I was able to rig the Mistral sail on to the mast but the down haul was challenging as the base has no pulleys, just a couple of eyelets. Do I need a base extension? If so, how do I make sure I am buying the right thing? Are the parts fairly universal? Thanks in advance

If it is a Mistral board, the parts are not universal.  You probably do need an extension. Difficult to advise what you are missing as all the Mistral's older than around 10 years had different components. You can send some photos to me of what you think you are missing and I can try to help.
