throttle problems

Question
when i throttle forward with my 1974 evinrude 70 outboard the boat doesn't go anywhere, but when i engage reverse it goes, what could be causing this?

A 34 yr. old engine? Wow.

Chances are there could be a problem with the shift linkage or cable. Alternatively, the pinion gear may not be engaging for any number of reasons. Best you consult a reliable marine mechanic to do the trouble-shooting, and hopefully he will be able to locate parts that vintage of engine.
