halter cum bridle for youngster horses

halter cum bridle   hello sir, most of our trainers at our local racetrack put on a halter cum bridle on new arrived 2 year old thoroughbreds while exercising them. may i know why? bridle alone doesn't work? i have attached an image of indian breed horse with halter cum bridle combination head gear. please take a look of it.

The only reason I feel this is necessary is so that the horse can be quickly and easily handled when on the ground before and after the rider exercises the horse. This eliminates having to go in the stall and pull tack, then replace with halter for cool down period and bath.
