hello sir, should racehorses have free access to hay and water??

HI--- IF THE HORSE DOES NOT HAVE ANY BREATHING PROBLEMS OR BLEEDING PROBLEMS, THEN I WOULD SAY YES. A BAD BREATHING HORSE WILL GET PROBLEMS WITH ALL OF THE DUST THAT COMES OUT OF THE HAY WHEN EATING IT. I FEED HORSES OFF THE FLOOR OR GROUND THE HAY , THAT WAY THE HORSE DOES NOT GET TOO MUCH DUST DOWN THEIR THROAT. THANKS ED HESS
