I am a New York owner ,I need owner license in pen, can I
get it online

Hello:

Type in the link below for the Pennsylvania Racing Commission. I believe you can download their forms and fax them into their offices. You will need fingerprints, though. They may allow your fingerprints from New York, but you need to ask them.

A Pennsylvania Owner's license costs $90 for three years.
