Do you win more money when beting at a Breeders Cup than you would at a regular race?

No you don't.  The amount of money that you get for winning from a partcular bet depends on the type of bet that you make, and the odds that your chosen horse goes off at.  The type of race has nothing to do with winning payouts.
What you might be thinking of is the Breeder's Cup pick 6 bet, where you pick the winner in 6 consecutive Breeder's Cup races.  That bet has a huge payout, since the odds against winning are quite high, and only a few racetracks offer a pick six wager like this except on Breeder's Cup day.
