Different tracks have different rules about who is eligible to claim. What are some of these rules?

Answer
I can only tell you that they have the rules for each track printed clearly in the condition book. Every track that I have been to, allows any licensed owner to claim horses. There are special forms you can fill out and get approval from the stewards to claim horses if you do not plan on racing there and wish not to purchase your owners license. Check the condition book online for each track. I hope this helps.
