1,000 meter rifles

Question
After 7 years in the 82nd Airborne Division I have decided to take up long range shooting competition.  I was primarily interested in magazine fed semiautos but I think I am about to give up the search.  The M1A SuperMatch has come closest to what I want in accuracy but it is just a little more than I care to spend without serious research.   I am beginning to believe that to get what I want I will be forced to go with a bolt action.  I desire extreme accuracy.  My rifle must shoot better than the 1/2 moa and be able to carry this accuracy out to 1,000 meters(sorry us military still use meters)  I am not interested what happens ballistically after 1,000 meters.   I will probably be using a Leupold Mark4 Extended or Extreme range on top but am not 100% sure yet.  I would like to keep my purchase under $2,000 for the rifle.  I want my round to be larger than a .270 but it must not be ridiculous like a .50 or anything like that. .308s are what I have looked at mostly.  Gunsmiths in my area are extremely backed up and most of them are not as competent as I would like so I would prefer not to have to make any "after market modifications".  I have looked seriously at the Savage Mo. 10FCP H-S Precision.  I would prefer a semi auto mag fed but It must be better than 1/2 moa about1/4 moa is what I am looking for better if possible but I am starting to think it isn't.   Thank you very much for your time.  And please take the time you need to give me the best answer you can as my budget is rather tight I cant afford to buy a rifle only to find out it wont do what I want it to do.  PS I am not interested in custom guns that cost several thousand dollars.  I would like it to be less than 2 grand and cant go much above that at all.

Hi Don,
In a semi auto rifle the M1a is about the onlt choose out there in .308 win. You could also buy an M1 and have accurracy tuned.
