flying bridge steering is not working

Question
hello, I'm possibly going to buy a 1978 Stancraft 26' Cruiser Fishing Twin Engine Boat, it has a couple of problems, I'm not familiar with repairers on boats although I'm mechanical inclined, my question is, could i repair these issues myself and how much will the cost of repair be?
issues
1) The right engine is running a little hot at 220. This is also the newer engine. The most likely cause is a clogged exhaust cooling system. The right exhaust didn't have the same water flow as the left. There are 2 water pumps one for the coolant in the engine and one for water going through the exhaust.

2)The flying bridge steering is not working and the two of them meaning upper and lower steering are related. The steering system is hydraulic so this should be fixed immediately before use.

Answer
Hi Erick...Thank you fir selecting the undersigned to respond to your question. By the way, I'm not a mechanic.

Regarding the overheating engine, you may be on the right track, but also consider a restriction in the fresh water intake system, or the water pump may have failed. Cost to repair might range from $10 to $200 for labour and parts.

In all likelihood, the flybridge steering station system is seized due to a lack of proper lubrication. If it won't release using a rust inhibitor, you may be obliged to replace the hydraulic cable, which could cost around $400.

Considering the boat is almost 30 yrs. old, is it truly a wise investment? I would engage a qualified and reliable marine surveyor and rely upon his recommendations. You may be biting off more than you can chew.  Besides, you don't know what may fail next, and be a lot more costly.
