QUESTION: hello sir, does a trainer or handicapper assigns weights on horses?

Answer
hi-- well when you enter the horse in a race, you get weight allowances. the racing secretary writes the condition book and sets all of the allowances your horse gets, so when the trainer enters the horse he takes what allowances the horse gets. thanks ED HESS
