how do you read and understand horse racing odds?

BRIAN.......IN THE TRACK PROGRAM ARE THE PROBABLE ODDS .THESE ARE THE ODDS BEFORE RACETIME OR AS WE SAY IT BEFORE POST TIME.THE TOTE BOARD LISTS THEODDS AS THE BETS ARE BEING PLACED.TO FIGURE THESE ODDS EXAMPLES
SAY THE HORSE IS 2 TO 1 HORSE WILL PAY 4,00 AND CHANGE.
3 TO 1 HORSE WILL PAY 6.OO AND CHANGE
LOOK AT CHARTS CLOSING ODDS AND FIGURE IT OUT
