       This is a tricky question as it depends on what country you want to target.
With many horses now racing internationally it is difficult to convert their winnings and keep up with what stakes total they actually have.
I think the American bred stallion Sunday Silence or his son Zenno Rob Roy (currently standing in NZ) may qualify as the highest individual stakes earners.
I could be completely wrong about this so you should ask some other people. Try a few major clubs. You will find them on www.jockeysite.com
