Question
what would be the safest and most relyable gear to wear while rock climbing about 150 ft. high?

Answer
I am a bit confused by your question.
Are you asking about brand names?
Or are you asking what equipment you need to use in climbing?

As far as safety goes, any gear that is UIAA certified is going to be safe and reliable.  There are some American manufacturers that do not try to get UIAA certification (since it is a European thing), but still produce quality gear.
The other type of safety certification you may look for is the NFPA certs that firefighters use to guarantee certain working strength loads.
Foresters also have equipment ratings, however I am not familiar with what goes into thier rating system. It may be linked with OSHA requirements.
If all you are looking for is climbing gear to do recreational rock climbing, then I would have to say any equipment purchased from a reputable climbing shop or mail order catalogue is going to be safe enough, if you use it as it is recommended by the manufacturer.
One last note, climbing 20 feet off the ground can be just as dangerous as climbing 150 feet off the ground, which can be as dangerous as climbing 3000 feet off the ground.  In other words, the equipment and safety precautions are the same regardless of how high a person decides they want to climb.
I hope this helped in some way; if it did not, please feel free to write back with a little more description on what you would like to know.
Frank
