I'm male 23 and HOPING to lose 15-20 pounds or 2 inches off my waste by July, which ever comes first. I plan on walking 3-5 miles a day with sweats and a hoodie on (when it's 85 degrees out hydrating properly) and cutting down both calories and portions of my food, and thinking about taking some diet pills just to use for this two month period. Also, I'll be doing other work outs like push ups, sit ups, jump rope, and playing basketball. With this kind of routine is my goal even possible let alone healthy? Or do you have any other suggestions?

Some of what you plan is healthy, and some of it is dangerous. You can dump the diet pills and sweats and the rest sounds pretty good.

Your goal might be a little too ambitious. Weight lost faster than 1.5 lbs per week tends to come back quickly. If you have 9 weeks, you will be close to 15 lbs down at this rate of weight loss.

To lose 1.5 lbs of fat per week, you need to create a calorie deficit of 750 per day. The exercise you mentioned when combined with moderate cutbacks in food portions should give you the desired results.

A better supplement suggestion I have for you is to try a safe nutrient called conjugated linoleic acid (CLA) at about 1,000 milligrams per day. CLA has considerable scientific evidence showing it promotes lower body weight. As a side benefit it fights cancer and heart disease.
