boat steers to the left

Question
My boat wants to steer left.  It is a 1986 Sunrunner 21 ft 170 merc engine I/O.  I have adjusted weigth distribution.  I have adjusted the skeg.  It does have trim, but not seperate tabs. It has rack & pinion steering. At open throttle I have to struggle to keep straight.  Any thoughts?

Hi Mark...thanks for selecting the undersigned to reply to your question.

Perhaps the small swivelling skeg attached to the underside of the cavitation plate wasn't adjusted properly. Since the boat tends toward the left try turning the fin more to the right, then test, until you achieve desired results. Also, make sure the entire bilge is free of water.
