Question
can i walk 4 miles every morning in one hour with wights?
i use 1 and half pound wights in each hand

Answer
There is no rule that says you can't walk four miles per hour with hand weights. Just be careful and not try to do too much, too soon. Build up your mileage gradually to four miles, before trying to hit that walking pace (15 minutes per mile). Then, add the weights to your workout.

Even though you may feel capable of doing this workout right away, your tendons and ligaments need time to adapt. Otherwise, you could push yourself into an injury.
