Running Phlegm

Question
Whenever I run I seem to get phlegm in my throat and in turn I feel the need to constantly clear my throat while running.  I've heard both that this is normal and not normal.  Do you know if it's something that might be a health problem?  Or just lack of proper dieting and hydration?
